Departing UN Chief António Guterres Calls Nov. 9–20 COP31 Summit in Turkey a "Moment of Truth"

As world leaders prepare to gather in Antalya, Turkey for the United Nations COP31 climate conference scheduled from November 9 through November 20, 2026, departing UN Secretary-General António Guterres warned in an exclusive Associated Press interview from his 38th-floor conference room at UN headquarters that the summit represents a "moment of truth"—using the phrase 3 times in 20 minutes as he nears the end of his 10-year tenure and second term at the close of 2026.

Guterres, a former engineer who served as Portugal’s prime minister in the late 1990s, recalled that one of the most difficult days of his life came last year after 9 years of defending the 2015 Paris Agreement target of limiting warming to 1.5 degrees Celsius (2.7 degrees Fahrenheit) above pre-industrial levels, when scientists informed him that staying below 1.5 degrees Celsius was no longer achievable due to accumulated greenhouse gas emissions. Calling on governments to tax windfall fossil fuel profits, accelerate wind and solar deployment, and account for the rising electricity and water footprint of artificial intelligence, Guterres—praised by former U.S. Vice President Al Gore and European Climate Foundation CEO Laurence Tubiana—offered 3 words of advice to his eventual successor: "Tell the truth."

Health Experts Issue N95, N99, and HEPA Air-Quality Guidance as 1 Billion Celebrate Diwali

Across northern India and South Asia, where an estimated 1 billion people celebrate Diwali beginning Sunday, public health specialists issued practical air-filtration and exposure guidance as seasonal temperature inversions trap emissions from traffic, industry, construction dust, crop-residue burning, and holiday fireworks. Under India’s air quality index (AQI), readings of 201–300 register as "poor," 301–400 as "very poor," and 401–500 as "severe." In Delhi—a metropolitan area of more than 20 million residents—fine particulate matter averaged roughly 19 times the World Health Organization’s annual guideline last year.

Dr. Arvind Kumar, a chest surgeon at Medanta hospital near Delhi and founder trustee of the Lung Care Foundation, advised residents to avoid strenuous early-morning outdoor exercise during smog peaks, wear properly sealed N95 respirators (which filter at least 95% of airborne particles) or N99 respirators (which filter at least 99%) for anyone age 2 and older, and run indoor air purifiers equipped with High-Efficiency Particulate Air (HEPA) and activated-carbon filters that do not generate ozone. Shweta Narayan of the Global Climate and Health Alliance encouraged households to celebrate with electric lights rather than firecrackers and use damp mopping and outdoor-vented kitchen exhausts while holding governments accountable for long-term emissions reductions.
