Mayor Mark Armstrong Leads With 76.03% as District 4 Race Remains Close

With 100% of precincts reporting as of 12:12 a.m. Wednesday, San Ramon Mayor Mark Armstrong held a commanding lead with 76.03% of the vote, or 13,576 votes, ahead of swim coach Paschalis Ntatsos at 14.15% (2,527 votes) and 19-year-old student Emma Chigbu at 9.82% (1,753 votes), according to Patch Danville. Armstrong, a retired Army colonel and former Federal Emergency Management Agency official appointed to the City Council after the 2020 election, elected to the council in 2022, and elected mayor in 2024, campaigned on municipal fiscal stability and managing development around Bishop Ranch.

In City Council District 2, incumbent Richard Adler—a retired insurance professional appointed after Armstrong became mayor—led tech entrepreneur and nonprofit director Chirag Kathrani by approximately 70% to 30%. In District 4, incumbent Vice Mayor Marisol Rubio, who was elected in 2022 after serving on the Dublin San Ramon Services District board, led technology strategist and UC Berkeley graduate Jeffrey Joh by 101 votes, tallying 2,166 votes (51.25%) to Joh's 2,060 votes (48.75%).

In the San Ramon Valley Unified School District Board of Education Area 5 contest, incumbent Rachel Hurd—who has served on the board since 2006—led substitute teacher Joel Woods with 64.77% (5,081 votes) to 35.23% (2,764 votes). Local voters also tracked U.S. House District 10, State Assembly District 16, and Dublin San Ramon Services District Division 2.

Lockheed Martin Agrees to $29.5 Million Federal Settlement Over Bonus Program

In federal contracting oversight, Lockheed Martin agreed to pay $29.5 million to resolve Justice Department and Equal Employment Opportunity Commission claims regarding a 2021 internal bonus and promotion program for its top 20% of employees, KCBS Radio and the Associated Press reported.

Under the agreement announced late Tuesday, Lockheed Martin denied the allegations and did not admit liability, stating it settled to avoid prolonged litigation. The company will pay $22 million to the U.S. government under the 1863 False Claims Act and $7.5 million to more than 1,000 affected employees to resolve claims under Title VII of the 1964 Civil Rights Act. Former Lockheed Martin vice president Tim Booher, who resigned in May 2023, met with EEOC Commissioner Andrea Lucas in July 2024—before Lucas was elevated to EEOC chair in January 2025—and filed a federal complaint in October 2025, will receive $4.4 million under the False Claims Act's whistleblower provision.
