The Concord Planning Commission held a public hearing on Tuesday to review a formal two-year development permit extension request for a proposed 140-unit assisted-living and memory care residential community on Clayton Road. Gathering at the Concord Civic Center on Parkside Drive, planning commissioners evaluated updated environmental reports, architectural modifications, and pedestrian signal enhancements intended to integrate the senior living campus into the surrounding central Contra Costa neighborhood.

The project, initially entitled in late 2024, comprises a three-story residential building featuring 95 assisted-living suites, 45 specialized memory care rooms, an internal dining commons, and dedicated medical consultation rooms. Project developers requested the timeline extension to incorporate upgraded electric-vehicle charging stalls, rooftop solar photovoltaics, and an enhanced signalized crosswalk connecting the campus directly to nearby retail and pharmacy services across Clayton Road.

Neighborhood residents and healthcare advocates spoke in support of the project during public testimony, emphasizing that Concord and Walnut Creek face an increasing deficit of accessible senior housing as local demographics shift over the coming decade. Commission members directed the planning department staff to finalize condition-of-approval language ensuring the developer completes streetscape landscaping, acoustic barriers, and sidewalk widening before issuing vertical building permits.

Community members, prospective residents, and local stakeholders can review the complete architectural renderings, traffic mitigation analyses, and environmental impact documents online at cityofconcord.org/planning. Inquiries regarding project milestones and upcoming planning commission public agendas can be directed to the Concord Community Development Department Monday through Friday at (925) 671-3152. Final commission action on the permit extension is scheduled for next month.
