The Contra Costa County Board of Supervisors advanced a comprehensive $2 million infrastructure contract on Monday to replace obsolete analog surveillance equipment with high-resolution digital security cameras across the John A. Davis Juvenile Hall complex in Martinez. The modernization project, funded through county capital reserves and state juvenile facility improvement grants, will eliminate visual blind spots, upgrade central control room consoles, and install tamper-resistant audio-visual recording systems across youth living units, educational classrooms, and outdoor recreational courtyards.

County Chief Probation Officer Esa Ehmen-Krause presented the facility assessment during a morning public safety briefing, emphasizing that the digital upgrade directly supports state compliance benchmarks established by the California Board of State and Community Corrections. Probation supervisors highlighted that modern video monitoring protects both detained youth and institutional staff by providing transparent, indisputable documentation of daily behavioral interactions, therapeutic group sessions, and emergency medical responses.

Community youth advocates, public defenders, and mental health liaisons who spoke during public comment praised the inclusion of independent cloud-backed audit logging. Juvenile justice reformers noted that robust digital monitoring ensures adherence to trauma-informed rehabilitation standards while supporting restorative justice initiatives across Contra Costa County. The project also incorporates fiber-optic cabling and dedicated network switches to support educational streaming and vocational tele-counseling for youth preparing for family reunification.

Families, community members, and juvenile justice advocates can review facility renovation timelines, youth educational curricula, and visitor guidelines online at contracosta.ca.gov. Inquiries regarding probation services and adolescent diversion partnerships may be directed to the Contra Costa County Probation Department Monday through Friday between 8:00 AM and 5:00 PM at (925) 957-2700. Construction crews are scheduled to begin phased camera installations in mid-November without disrupting regular educational and vocational classes.
