Top diplomats from the Group of 20 largest economies concluded 2 days of talks in Atlanta on Saturday without a joint communique, relying instead on a chairman's statement issued by U.S. Secretary of State Marco Rubio after divisions over Russia's war in Ukraine, Middle East tensions, and global trade overshadowed the gathering, according to reports from The Associated Press via KCBS Radio (G20 talks, Rubio on Brazil, Brazilian election reaction, China October PMI, Poland Constitutional Tribunal, and London U.S. Embassy arrests) and The Press.

G20 Atlanta Talks, Critical Minerals, and Brazil’s Post-Election Fallout

Rubio canceled the traditional G20 foreign ministers' group photograph on Friday after European diplomats objected to standing alongside Russian Foreign Minister Sergey Lavrov, while Polish Foreign Minister Radosław Sikorski — attending as a first-time guest — noted the difficulty of reaching consensus with warring parties at the table. On Friday, the State Department approved a proposed $2.1 billion sale of Patriot air defense interceptors to Ukraine, and Rubio held sideline meetings with counterparts from Australia, India, and Japan (whose joint statement included 6 asterisks clarifying that the U.S. term "Super Intelligence" refers to artificial intelligence) as well as Saudi Foreign Minister Prince Faisal bin Farhan and Turkish Foreign Minister Hakan Fidan ahead of next month's G20 leaders' summit in Florida.

Rubio also met Friday and Saturday in Atlanta with Brazilian Foreign Minister Mauro Vieira and told reporters the U.S. government "didn't facilitate anything" in the Wednesday arrival in Miami of 45-year-old defeated Brazilian presidential candidate Flávio Bolsonaro, who lost Sunday's runoff to President Luiz Inácio Lula da Silva and whose father, former President Jair Bolsonaro, is serving a 27-year sentence following his 2022 loss. After Supreme Court Justice Alexandre de Moraes ordered Flávio Bolsonaro's passport canceled Sunday night and Bolsonaro posted a letter from Miami calling the vote fraudulent and using the pre-1967 name "United States of Brazil" before losing his Senate seat on Feb. 1, Brazilian social media erupted with viral memes — including "Fly 22 Airlines" parodies analyzed by professors Carolina Terra of the University of São Paulo and Viktor Chagas of Fluminense Federal University.

China’s Manufacturing PMI Dips to 49.3 as Poland and the U.K. Navigate Legal Protests

In Beijing, China's National Bureau of Statistics reported Saturday that the official manufacturing purchasing managers' index (PMI, measured on a 0 to 100 scale where 50 separates expansion from contraction) slipped to 49.3 in October from 50.1 in September and 49.8 in August. The new export orders subindex fell to 48.7 from 50.0, and the production subindex dropped to 49.8 from 51.7. The figures come as the 27-nation European Union points to a trade deficit with China that reached $1.1 billion a day in 2025, German President Frank-Walter Steinmeier met Chinese President Xi Jinping and Premier Li Qiang in Beijing on Friday, and economists forecast China's 2026 trade surplus could top last year's record $1.2 trillion ahead of a mid-November APEC summit in Shenzhen.

In Europe, Polish Prime Minister Donald Tusk (whose centrist Civic Coalition governs since 2023 after Law and Justice, or PiS, ruled from 2015 to 2023) defended Friday's suspension of Constitutional Tribunal President Bogdan Święczkowski, while opposition-aligned President Karol Nawrocki turned back a flight to Senegal on Friday evening and police detained 3 protesters outside the Warsaw court. Separately in London, the Metropolitan Police arrested 139 demonstrators outside the U.S. Embassy on Saturday for supporting the proscribed group Palestine Action (founded in 2020 and outlawed last year under penalties of up to 14 years in prison, with over 4,000 arrests since July 2025 according to organizer Defend Our Juries) ahead of a Nov. 4 U.K. Supreme Court appeal.
