SAUSALITO, MARIN CITY & NAPA, Calif. — North Bay voters casting ballots on Tuesday, November 3, are weighing local public school governance alongside statewide fiscal reforms, highlighted by former trustee Alena Maunder's bid to return to the Sausalito Marin City School District (SMCSD) Board of Trustees and Proposition 2, the constitutional amendment doubling California's rainy day reserve cap.

Former Trustee Alena Maunder Seeks Return to Sausalito Marin City School District Board

As reported by Post News Group, Alena Maunder—a third-generation Marin City resident, parent, and former Sausalito Marin City School District trustee who served on the board from 2020 to 2024—is seeking election to return to the district board.

Professionally, Maunder is a registered nurse with more than 20 years of healthcare experience, including 9 years in clinical leadership, and holds undergraduate degrees in Psychology and Nursing as well as a Master of Science in Nursing. Running on the slogan "Experienced Leadership. Students First," Maunder has centered her 2026 platform on 4 core priorities:

  • Academic Excellence & Fiscal Oversight: Applying her 2020–2024 board governance experience to maintain transparent district budgeting and stable leadership.
  • Special Education & Mental Health Supports: Drawing on her 20+ years in nursing to strengthen student mental health services and special education resources.
  • Family-Educator Partnerships: Deepening collaboration among students, teachers, and families across both the Marin City and Sausalito communities.

California Proposition 2: Doubling the Rainy Day Reserve Cap from 10% to 20%

Statewide, CBS Sacramento detailed Proposition 2, formally titled the Save for California's Future Act, a bipartisan legislative constitutional amendment placed on the November 3 ballot by the California Legislature with backing from Governor Gavin Newsom and Assembly Budget Committee Chair Jesse Gabriel (D-Encino).

If approved by voters, Proposition 2 would make 3 structural changes to the state's Budget Stabilization Account (first established under 2014's Proposition 2):

  1. Raising the Reserve Cap to 20%: Doubles the maximum constitutional limit on California's primary rainy day fund from 10% to 20% of general fund tax revenues, allowing lawmakers to set aside an additional 10% of revenue during capital-gains boom years to cushion future budget deficits.
  2. Exempting Reserve Deposits from the 1979 Gann Limit: Excludes deposits into state and school rainy day reserves from counting against California's 1979 constitutional state appropriations limit (Gann Limit).
  3. One-Time Federal Unemployment Debt Paydown: Authorizes a one-time supplemental payment to help retire California's $20 billion federal unemployment insurance loan balance incurred during the pandemic, reducing ongoing payroll tax surcharges on California employers.
